When I think of global crime issues, today my mind goes straight to cyber crime. Caber crime is something that we as a nation are falling victim to much to often. This is not to be limited to local crimes but all throughout big government and even issues of homeland security. Much of my pursuit for career in law enforcement will focus on this area and this is why I address it. 

Caber crime is defined as any criminal acts able to be carried out through use of technological advances within the internet.

Some of the more disturbing issues with cybernetic is other countries that we are not allied with, having the power to take data from the source of safety from the American people. Of course this does not categorize cybernetic as only foreign, though foreign can be some of the most illusive and dangerous. There has been a rise of this same form of criminal activity domestically as well.  Cybercrime is well understood as a range of illegal activities that share commission through electronic information and communications to carry out their illegal tasks within their networks, as explained by Maquire, M., & Okada, D. (2011). The issue is that many criminologists work so hard to define the issue of cybernetic they have forgotten to research how to deter and stop it. This naturally rises the issue of jurisdiction. “Wilson and Corey (2000) conceptualize electronic space by three distinctions: (1) the physical infrastructure, such as servers, switches, routers, and cables; (2) virtual disparities, or the power relations derived from the digital divide between those who have greater access to the Internet and those who do not; (3) the demarcation of interaction of places, such as online communities that have informal regulations for interactions and restrictions for membership.” This only seems to cause more issues of boundary to fix a growing issue. Many criminologists and legal scholars have investigated the fit of law enforcement against cybernetic. This makes it impossible for any, one jurisdiction, to address cybernetic acts due to the nature of where the crime was committed. This is why a collective of governmental officials will be the very best chance at fighting such criminal activity along with new ways to arm the people in their day to day lives.

Roe v Wade was decided in 1973. The Supreme Court at that time determined that a woman had a right to choose. One of the “underpinning” issues of Roe is a right to privacy. The right to privacy is addressed in the 1st, 4th, 5th, 9th, 13th and 14th Amendments.

The Supreme Court has reaffirmed Roe v Wade 38 times (1). In 1992, Casey v Planned Parenthood,14 F.3d 848, the Court ruled 5-4 to uphold the core of Roe v. Wade, the right to privacy. In this case, the Supreme Court stated, “the ability of women to participate equally in economics and social life of the Nation has been facilitated by their ability to control their reproductive lives and that this ability to control their reproductive lives was enough of a reliance to sustain Roe.”(2). In my opinion the original ruling in 1973, 38 reaffirmations, the 1992 affirmation of Roe v. Wade doctrine of Stare Decisis , the rights to privacy as indicated above, along with the fact that this law has become a law that has come “to be relied on”(4), makes it obvious that this is “settled law”. However, Judge Alito’s refusal to commit to one side or the other, has enabled him to avoid hanging himself with either the pro-life or the pro-choice side. In my opinion, Judge Alito is not correct in his refusal to acknowledge Roe v Wade as settled law.

College Requirement

In the 1974 Task Force Report Police, one of the recommendations was that by 1982, all police officers would be required to have a minimum of 4 years college education as an entry requirement.  Since then, more and more police departments have made college education mandatory for hiring. 

You are chief of a small (35 sworn) police department (12,000 residents).  Currently, there are 3 vacancies.  The newly elected city council wants college (4 year) education a mandatory hiring criteria.  You have been resisting, however, you have been called before the council meeting tonight to present why you have not submitted a revised recruitment and hiring plan that includes the educational requirement.

You are aware that many police departments require college education to varying degrees.  Some require a certain number of completed hours, while others require a degree.  Still, there are some departments that still require only a high school diploma, which is the requirement for your department.  One of the stumbling blocks is that your jurisdiction has a residency requirement.  Practically all of your personnel were raised in the jurisdiction.  Only two moved in after being selected.  This has always been the case, a small town department with a small town mentally, where everyone knows everyone else.  One of the problems is the educational level of the residents who form the pool of applicants who meet the age requirement of twenty-one years.

You grew up in this town, were fortunate to have received a full scholarship to college, but returned after graduation and joined the police department.  You would like nothing better to have a more educated police department however, the demographics are working against you.  The other issue that tends to confound you is the belief that college-educated people make better police officers.  As you look at some of the more highly educated police departments around the country, e.g. Los Angeles Police Department, you find that they have excessive force issues, have been or are currently under Justice Department “Consent Decrees” and spend millions of taxpayer dollars in litigation.  There just does seem to be a correlation between college education and better policing.

 

The meeting is fast approaching and you have to prepare your remarks. Which way will you go, for or against the college requirement (at least at this time) and how will you justify your position?

Both federal and state prisons house adult inmates who have been sentenced to imprisonment of at least one year. The prisons have custodial authority over the inmates and may specialize the gender, health and crime convicted of. There are usually educational, health care as well as drug and alcohol treatment plans available to the inmates. An issue facing the prisons that is both current and future is overcrowding. The high number of inmates is caused by the putting of non-violent criminals responsible for petty crimes in the same prisons with the criminals convicted of felonies.

 

Prison administration is rendered less efficient especially with the number of staff in the corrective institutions that is relatively low as compared to the number of inmates. The morale of prison staff is affected to a great extent interfering with the working relationship between themselves and thus a negative effect on the overall prison administration. Gangs become more violent within the prison walls as the prison administration lacks the muscle for proper control the prisoners somehow manage to get access to goods not allowed like phones and it impacts not only on the prison administration but on the overall security as these devices are used to plan escapes out of the prison and in other criminal activities outside.

 

In dealing with the issue of overcrowding, the solution would not be to let offenders convicted of petty crimes go scot free but rather to increase the funding available to both federal and state prisons so as to have enough facilities to accommodate all criminals (Gostin et al,2007). This will help in not increasing the number of staff necessary for the proper running of the institutions but also in the physical expansion to curb overcrowding.

I found your post interesting. So you think that building more facilities and using the taxpayers dollar to accommodate criminals would be the best option? Wouldn’t that just be a very expensive bandage for a much larger problem? The true issue lies with the retribution and deterrence not being effective. A person commits a crime we put them behind bars. Another person commits larger crime and we put them behind bars longer. This is the issue in my opinion. There is no true deterrence. I understand that incarceration in and of itself is supposed to be the deterrence but at this point it has become a part of the life of a career criminal. All the while gaining free room and bored and owing enormous debts to the courts that will never be paid. The system is due for reform in how we sentence these individuals not how to accommodate them.

The classification of global crimes can be categorized according to if the behavior is international and constitutes a crime against the world, or if the act is transnational that affects the interests of more than one state (Global Solutions, nod.). The contents of this essay will identify the various major global crimes and criminal issues that have a global impact on national and international justice systems and processes. In addition, the text will discuss the various international justice systems and how these global crimes and criminal issues are addressed.  Fueled by open borders, global markets, and the advancement of telecommunications, international crime has become a rising universal problem. In 1995, President Clinton classified international crime as a danger to the national interest of the United States. Therefore, before and since then the federal government has been busy in a converging effort to address various major global crimes, such as human rights and war crimes, organized crime and narcotics, cybernetic, environmental crime, and terrorism (Global Solutions, nod.). Human Rights and War Crimes are inhuman acts committed by an extensive or systematic attack aimed against individuals, such as genocide, crimes against humanity, slavery, torture, aggression, and war crimes. As depression struck the new nation in the mid-1780s, new questions arose about the nature of American democracy. Many conservatives believed that the answer lay in a stronger national government. Most radicals believed it was up to the states to relieve the financial burden of the people. Make sure you cite specific examples from the Federalist Papers to support the Federalist position and contrast it with leading proponents of the opposition (such as John Hancock). Analyze how the debate over a bill of rights illustrates the differences between the two parties. Evaluate the relative success of the Bill of Rights in achieving an effective balance between national and states’ interests.
